The lesson for anyone deploying agents is that unofficial adoption is not stopped by policy, only pushed out of sight. What changes behaviour is making the sanctioned path the convenient one — a shared place where work is visible, where asking for approval takes seconds rather than days, and where using the approved route is less friction than going around it.
