Surveys keep finding the same shape: individual employees adopt AI faster than the organisations they work for approve it. The instinct is to read that as a governance failure. It is closer to a signal that the tooling people are handed is slower than the tooling they can find.

The lesson for anyone deploying agents is that unofficial adoption is not stopped by policy, only pushed out of sight. What changes behaviour is making the sanctioned path the convenient one — a shared place where work is visible, where asking for approval takes seconds rather than days, and where using the approved route is less friction than going around it.
